کرنسی میں اتار چڑھاؤ درآمدی اخراجات کو بدل سکتا ہے۔
دنیا کی بڑی معیشتوں میں کساد بازاری بھارت کی برآمدی طلب کو متاثر کر سکتی ہے۔
اس لیے اقتصادی لچک بہت اہم ہے۔
اگر بھارت عالمی غیر یقینی حالات کے باوجود اپنی ترقی جاری رکھتا ہے تو یہ اس کی بنیادی اقتصادی صلاحیت کی علامت ہو سکتی ہے۔
لیکن اس کا مطلب یہ نہیں کہ بھارت عالمی خطرات سے مکمل طور پر محفوظ ہے۔
بھارت کو ایسی معیشت بنانا ہوگی جو بیرونی جھٹکوں کو برداشت کر سکے۔
4. ترقی کی رفتار کے ساتھ ترقی کا معیار بھی اہم ہے
صرف یہ پوچھنا کافی نہیں کہ:
“GDP کتنی تیزی سے بڑھ رہی ہے؟”
یہ بھی پوچھنا چاہیے:
“ترقی کس وجہ سے ہو رہی ہے؟”
کیا مینوفیکچرنگ بڑھ رہی ہے؟
کیا نجی سرمایہ کاری بڑھ رہی ہے؟
کیا صارفین کا خرچ مضبوط ہے؟
کیا برآمدات زیادہ مسابقتی ہو رہی ہیں؟
کیا بنیادی ڈھانچہ بہتر ہو رہا ہے؟
کیا خدمات کا شعبہ زیادہ پیداواری ہو رہا ہے؟
کیا زراعت بہتر کارکردگی دکھا رہی ہے؟
کیا نئے کاروبار پیدا ہو رہے ہیں؟
ایک متنوع معیشت عام طور پر زیادہ مضبوط ہوتی ہے۔
بھارت کے پاس کئی ممکنہ growth engines موجود ہیں، جن میں مینوفیکچرنگ، خدمات، انفراسٹرکچر، ڈیجیٹل ٹیکنالوجی، زراعت اور کاروباری سرگرمیاں شامل ہیں۔
اصل چیلنج ان سب کو ایک ساتھ مضبوط بنانا ہے۔
5. بھارت کی نوجوان آبادی
بھارت کی نوجوان آبادی اس کی سب سے بڑی معاشی طاقتوں میں سے ایک بن سکتی ہے۔
لیکن نوجوان آبادی خود بخود اقتصادی فائدہ نہیں بن جاتی۔
اس کے لیے ضروری ہے:
معیاری تعلیم،
عملی مہارتیں،
روزگار،
کاروباری مواقع،
ٹیکنالوجی تک رسائی،
مالی سہولیات،
اور اچھا کاروباری ماحول۔
اگر نوجوان تعلیم حاصل کریں لیکن انہیں روزگار کے مناسب مواقع نہ ملیں تو یہ ایک چیلنج بن سکتا ہے۔
لیکن اگر تعلیم، مہارت اور روزگار ایک ساتھ بڑھیں تو بھارت کو بہت بڑا فائدہ ہو سکتا ہے۔
اسی لیے بھارت کی ترقی کا ایک اہم امتحان روزگار کی تخلیق ہے۔
6. روزگار: اصل امتحان
عام شہری کے لیے GDP کا عدد شاید سب سے اہم سوال نہیں۔
اس کے لیے اہم سوال ہو سکتا ہے:
“کیا میرے پاس اچھی نوکری ہے؟”
ایک نوجوان پوچھ سکتا ہے:
“تعلیم مکمل کرنے کے بعد مجھے مناسب روزگار ملے گا؟”
ایک کارکن پوچھ سکتا ہے:
“کیا میری آمدنی بڑھ رہی ہے؟”
ایک کاروباری شخص پوچھ سکتا ہے:
“کیا میں اپنا کاروبار بڑھا سکتا ہوں؟”
اسی لیے معاشی ترقی کا حقیقی فائدہ آخرکار روزگار اور آمدنی میں نظر آنا چاہیے۔
مینوفیکچرنگ، تعمیرات، سیاحت، صحت، تعلیم، ٹیکنالوجی، لاجسٹکس اور چھوٹے کاروبار روزگار پیدا کرنے میں اہم کردار ادا کر سکتے ہیں۔
7. بنیادی ڈھانچہ اور اقتصادی طاقت
بنیادی ڈھانچہ کسی بھی معیشت کی ریڑھ کی ہڈی ہے۔
اچھی سڑکیں ٹرانسپورٹ کے اخراجات کم کرتی ہیں۔
بہتر ریلوے سامان اور لوگوں کی نقل و حرکت آسان بناتی ہے۔
جدید بندرگاہیں بین الاقوامی تجارت میں مدد دیتی ہیں۔
قابل اعتماد بجلی صنعتوں کے لیے ضروری ہے۔
ڈیجیٹل کنیکٹیویٹی نئی اقتصادی سرگرمیوں کے مواقع پیدا کرتی ہے۔
اس لیے بنیادی ڈھانچے میں سرمایہ کاری صرف عمارتیں یا سڑکیں بنانے کا نام نہیں۔
یہ پوری معیشت کی پیداواری صلاحیت بڑھانے کا ذریعہ ہے۔
8. ڈیجیٹل تبدیلی
بھارت میں ڈیجیٹل تبدیلی نے اقتصادی سرگرمیوں کے نئے راستے کھولے ہیں۔
ڈیجیٹل ادائیگیوں نے تجارت کا طریقہ بدل دیا ہے۔
آن لائن بینکنگ نے مالی خدمات تک رسائی بڑھائی ہے۔
ای کامرس نے کاروباروں کو بڑے بازاروں تک پہنچنے کا موقع دیا ہے۔
آن لائن تعلیم نے علم تک رسائی میں اضافہ کیا ہے۔
ڈیجیٹل سرکاری خدمات نے بہت سے کام آسان کیے ہیں۔
لیکن ڈیجیٹل ترقی کے ساتھ سائبر سیکیورٹی، رازداری اور ڈیجیٹل خواندگی بھی ضروری ہیں۔
9. اقتصادی طاقت سے سفارتی اثر و رسوخ
ایک مضبوط معیشت کسی ملک کے عالمی اثر کو بڑھا سکتی ہے۔
بڑی معیشت ایک بڑا بازار پیدا کرتی ہے۔
دنیا کے دوسرے ممالک اس بازار تک رسائی چاہتے ہیں۔
کمپنیاں سرمایہ کاری کے مواقع تلاش کرتی ہیں۔
حکومتیں تجارت اور ٹیکنالوجی کے معاہدے چاہتی ہیں۔
توانائی کے تعلقات اہم ہو جاتے ہیں۔
سپلائی چین کے تعلقات بھی اسٹریٹجک اہمیت اختیار کر سکتے ہیں۔
اس لیے بھارت کی اقتصادی ترقی صرف اندرونی معاملہ نہیں ہے۔
یہ اس کے عالمی کردار سے بھی جڑی ہوئی ہے۔
10. SCO Summit کیوں اہم ہے؟
Shanghai Cooperation Organisation یا SCO ایک اہم علاقائی تنظیم ہے۔
اس کے رکن ممالک کی جغرافیائی، اقتصادی اور اسٹریٹجک اہمیت بہت زیادہ ہے۔
اس پلیٹ فارم پر مختلف معاملات پر گفتگو کی جا سکتی ہے، جیسے:
علاقائی سلامتی،
دہشت گردی،
تجارت،
توانائی،
رابطہ کاری،
اقتصادی تعاون،
اور علاقائی استحکام۔
بین الاقوامی تنظیموں کی اہمیت صرف اس لیے نہیں ہوتی کہ تمام ممالک ہر مسئلے پر متفق ہوتے ہیں۔
ان کی اہمیت اس لیے بھی ہوتی ہے کہ اختلافات کے باوجود بات چیت کا راستہ کھلا رہتا ہے۔
11. سفارت کاری صرف دوستی کا نام نہیں
بین الاقوامی تعلقات صرف دوستی پر مبنی نہیں ہوتے۔
دو ممالک توانائی کے شعبے میں تعاون کر سکتے ہیں لیکن سیکیورٹی کے معاملے پر اختلاف رکھ سکتے ہیں۔
وہ ایک دوسرے کے ساتھ تجارت کر سکتے ہیں اور ساتھ ہی اسٹریٹجک مقابلہ بھی کر سکتے ہیں۔
اس لیے کامیاب سفارت کاری میں لچک ضروری ہے۔
ایک ملک کو یہ سمجھنا ہوتا ہے:
کہاں تعاون کرنا ہے؟
کہاں اپنے قومی مفادات کا دفاع کرنا ہے؟
کہاں سمجھوتہ ممکن ہے؟
اور کہاں سمجھوتہ مناسب نہیں؟
یہی عملی سفارت کاری ہے۔
12. بھارت کی اسٹریٹجک خودمختاری
بھارت مختلف بڑی طاقتوں اور خطوں کے ساتھ تعلقات قائم رکھنا چاہتا ہے۔
یہ نقطہ نظر بھارت کو سفارتی لچک فراہم کر سکتا ہے۔
بھارت ایک ملک کے ساتھ ٹیکنالوجی میں تعاون کر سکتا ہے۔
دوسرے کے ساتھ توانائی میں۔
تیسرے کے ساتھ دفاع یا تجارت میں۔
Strategic Autonomy کا مطلب دنیا سے الگ ہونا نہیں۔
اس کا مطلب یہ ہے کہ بھارت کے پاس اپنے قومی مفادات کے مطابق فیصلے کرنے کی کافی صلاحیت موجود ہو۔
13. وسطی ایشیا اور بھارت
وسطی ایشیا بھارت کے لیے اہم اسٹریٹجک خطہ ہے۔
یہ علاقہ یوریشیا کے اہم تجارتی اور توانائی کے راستوں سے جڑا ہوا ہے۔
بھارت وسطی ایشیا کے ممالک کے ساتھ تعاون بڑھا سکتا ہے:
توانائی،
تجارت،
ادویات،
تعلیم،
ٹیکنالوجی،
سیاحت،
ٹرانسپورٹ،
اور سلامتی کے شعبوں میں۔
لیکن رابطہ کاری ایک اہم چیلنج ہے۔
اگر تجارتی راستے مہنگے یا پیچیدہ ہوں تو اقتصادی تعلقات اپنی مکمل صلاحیت حاصل نہیں کر سکتے۔
14. Connectivity ایک اسٹریٹجک ذریعہ
سڑکیں، ریلوے، بندرگاہیں، فضائی راستے اور ڈیجیٹل نیٹ ورک صرف اقتصادی وسائل نہیں ہیں۔
یہ اسٹریٹجک اثاثے بھی بن سکتے ہیں۔
بہتر رابطہ تجارت کو بڑھا سکتا ہے۔
تجارت باہمی انحصار پیدا کر سکتی ہے۔
باہمی انحصار طویل مدتی تعلقات کو مضبوط بنا سکتا ہے۔
اسی لیے اقتصادی رابطہ کاری سفارت کاری کو بھی مضبوط کر سکتی ہے۔
15. دہشت گردی اور قومی سلامتی
تیسری تصویر دہشت گردی کے مسئلے پر مرکوز ہے۔
فراہم کردہ خبر کے مطابق وزیر اعظم نریندر مودی نے پاکستان کے وزیر اعظم شہباز شریف کی موجودگی میں دہشت گردی کے خلاف سخت پیغام دیا۔
بھارت طویل عرصے سے دہشت گردی کو ایک اہم قومی سلامتی کا مسئلہ سمجھتا رہا ہے۔
بنیادی اصول واضح ہے:
دہشت گردی کو سیاسی مقصد حاصل کرنے کے عام ذریعہ کے طور پر قبول نہیں کیا جانا چاہیے۔
ممالک کے درمیان سیاسی اختلافات ہو سکتے ہیں۔
سرحدی تنازعات ہو سکتے ہیں۔
تاریخی اختلافات ہو سکتے ہیں۔
لیکن ان مسائل کا حل سفارت کاری اور مذاکرات کے ذریعے تلاش کیا جانا چاہیے۔
16. دہشت گردی معیشت کو بھی نقصان پہنچاتی ہے
دہشت گردی صرف سیکیورٹی کا مسئلہ نہیں۔
یہ معاشی ترقی کو بھی نقصان پہنچا سکتی ہے۔
عدم تحفظ کی صورت میں:
سیاحت متاثر ہو سکتی ہے۔
سرمایہ کار محتاط ہو سکتے ہیں۔
کاروباری اخراجات بڑھ سکتے ہیں۔
بنیادی ڈھانچے کے منصوبے متاثر ہو سکتے ہیں۔
تجارت کے راستوں میں خطرات پیدا ہو سکتے ہیں۔
حکومت کو زیادہ وسائل سلامتی پر خرچ کرنے پڑ سکتے ہیں۔
اس لیے:
امن خود ایک معاشی اثاثہ ہے۔
ایک محفوظ ماحول کاروبار، تعلیم، سرمایہ کاری اور روزگار کے لیے زیادہ سازگار ہوتا ہے۔
17. دہشت گردی کے خلاف عالمی تعاون
جدید دہشت گرد تنظیمیں مختلف نیٹ ورکس کے ذریعے کام کر سکتی ہیں۔
ان میں شامل ہو سکتے ہیں:
مالی معاونت،
بھرتی،
پروپیگنڈا،
ڈیجیٹل رابطے،
لاجسٹکس،
اور سرحد پار روابط۔
اس لیے دہشت گردی کے خلاف بین الاقوامی تعاون ضروری ہے۔
ممالک کو انٹیلی جنس شیئرنگ، مالیاتی نگرانی، سرحدی سلامتی اور سائبر سیکیورٹی میں تعاون کرنا پڑ سکتا ہے۔
18. بھارت اور پاکستان کے تعلقات
بھارت اور پاکستان کے تعلقات انتہائی پیچیدہ ہیں۔
دونوں ممالک کی مشترکہ تاریخ اور ثقافتی روابط ہیں۔
لیکن سیاسی اور سیکیورٹی اختلافات بھی بہت گہرے ہیں۔
دہشت گردی دونوں ممالک کے تعلقات میں ایک اہم رکاوٹ رہی ہے۔
بھارت نے بارہا اس بات پر زور دیا ہے کہ بامعنی مذاکرات کے لیے دہشت گردی سے پاک ماحول ضروری ہے۔
پاکستان کے اپنے سیاسی اور سیکیورٹی نقطۂ نظر ہیں۔
اس لیے اس تعلق کو سادہ نعروں کے بجائے حقیقت پسندانہ اور محتاط انداز میں سمجھنا چاہیے۔
اگر طویل مدتی امن قائم ہو تو پورے خطے کو فائدہ پہنچ سکتا ہے۔
تجارت بڑھ سکتی ہے۔
لوگوں کے درمیان رابطے بہتر ہو سکتے ہیں۔
سیاحت بڑھ سکتی ہے۔
علاقائی اقتصادی تعاون مضبوط ہو سکتا ہے۔
لیکن پائیدار امن کے لیے اعتماد، ذمہ داری اور مسلسل سفارتی کوشش ضروری ہے۔
19. سختی اور تحمل
ذمہ دار خارجہ پالیسی کا مطلب ہمیشہ مکمل تصادم یا مکمل سمجھوتہ نہیں ہوتا۔
ایک تیسرا راستہ بھی موجود ہے:
دہشت گردی کے خلاف مضبوط موقف، لیکن سفارت کاری میں تحمل۔
بھارت دہشت گردی کے خلاف واضح موقف برقرار رکھتے ہوئے سفارتی ذرائع کو بھی کھلا رکھ سکتا ہے۔
جنوبی ایشیا میں یہ خاص طور پر اہم ہے کیونکہ بھارت اور پاکستان دونوں جوہری صلاحیت رکھنے والے ممالک ہیں۔
اس لیے ذمہ دارانہ حکمت عملی میں شامل ہونا چاہیے:
طاقت، وضاحت، تحمل اور رابطہ۔
20. بھارت کی عالمی تصویر
معاشی ترقی، سفارت کاری اور قومی سلامتی کی پالیسی بھارت کی عالمی تصویر کو تشکیل دیتی ہیں۔
تیزی سے بڑھتی معیشت بھارت کو عالمی منڈیوں میں زیادہ اہم بناتی ہے۔
بین الاقوامی اجلاسوں میں شرکت اس کی سفارتی موجودگی کو مضبوط کرتی ہے۔
مضبوط سیکیورٹی صلاحیت اس کے اسٹریٹجک وزن میں اضافہ کرتی ہے۔
ٹیکنالوجی بھارت کے لیے نئے مواقع پیدا کرتی ہے۔
لیکن عالمی اثر و رسوخ کے ساتھ ذمہ داری بھی آتی ہے۔
ایک بڑی طاقت سے صرف اپنے مفادات کے تحفظ کی نہیں بلکہ عالمی استحکام میں کردار ادا کرنے کی بھی توقع کی جاتی ہے۔
21. ترقی کا فائدہ عام لوگوں تک پہنچنا چاہیے
اقتصادی ترقی کا اصل مقصد صرف بڑے اعداد و شمار پیش کرنا نہیں ہونا چاہیے۔
اصل مقصد لوگوں کی زندگی بہتر بنانا ہے۔
ایک طالب علم کو اچھی تعلیم چاہیے۔
ایک نوجوان کو روزگار چاہیے۔
ایک کسان کو مستحکم آمدنی چاہیے۔
ایک مزدور کو بہتر اجرت اور محفوظ ماحول چاہیے۔
ایک کاروباری شخص کو ترقی کے مواقع چاہیے۔
ایک خاندان کو قابل برداشت اخراجات کے ساتھ بہتر زندگی چاہیے۔
اسی لیے اقتصادی ترقی کی اصل کامیابی عام زندگی میں نظر آنی چاہیے۔
22. مہنگائی اور قوتِ خرید
GDP ترقی کو مہنگائی کے ساتھ بھی دیکھنا چاہیے۔
اگر معیشت بڑھ رہی ہو لیکن قیمتیں بھی بہت تیزی سے بڑھ رہی ہوں تو عام لوگوں کو ترقی کا فائدہ کم محسوس ہو سکتا ہے۔
ایک خاندان کے لیے بنیادی سوال یہ ہے:
“کیا میری آمدنی کے مقابلے میں میری قوتِ خرید بہتر ہو رہی ہے؟”
اسی لیے معاشی پالیسی میں ترقی اور قیمتوں کے استحکام دونوں ضروری ہیں۔
23. چھوٹے کاروباروں کی اہمیت
بھارت کی معیشت میں چھوٹے اور درمیانے کاروباروں کا اہم کردار ہے۔
ان میں شامل ہیں:
دکانیں،
چھوٹی فیکٹریاں،
ورکشاپس،
ریسٹورنٹس،
سروس کاروبار،
ٹرانسپورٹ،
ٹیکنالوجی اسٹارٹ اپس،
خاندانی کاروبار،
اور مقامی کاروباری افراد۔
اگر ان کاروباروں کو آسان مالی سہولت، ٹیکنالوجی، مارکیٹ اور بہتر انفراسٹرکچر ملے تو روزگار اور اقتصادی سرگرمی دونوں بڑھ سکتے ہیں۔
24. دیہی بھارت
بھارت کی ترقی صرف بڑے شہروں کی ترقی سے مکمل نہیں ہو سکتی۔
دیہی بھارت بھی مضبوط ہونا چاہیے۔
زراعت اہم ہے، لیکن دیہی معیشت کو صرف زراعت تک محدود رکھنے کی ضرورت نہیں۔
دیہی علاقوں میں مواقع پیدا ہو سکتے ہیں:
فوڈ پروسیسنگ،
سیاحت،
چھوٹی صنعت،
ڈیجیٹل خدمات،
صحت،
تعلیم،
لاجسٹکس،
قابل تجدید توانائی،
اور کاروباری سرگرمیوں میں۔
بہتر سڑکیں اور انٹرنیٹ دیہی علاقوں کو قومی معیشت سے زیادہ مضبوطی سے جوڑ سکتے ہیں۔
25. عالمی Supply Chains اور بھارت
دنیا کی بہت سی کمپنیاں اپنی supply chains کو متنوع بنانا چاہتی ہیں۔
یہ بھارت کے لیے ایک بڑا موقع ہو سکتا ہے۔
بھارت کے پاس موجود ہیں:
بہت بڑی داخلی مارکیٹ،
بڑی افرادی قوت،
تکنیکی صلاحیت،
بڑھتا ہوا انفراسٹرکچر،
اور صنعتی صلاحیت۔
لیکن عالمی مقابلہ بھی شدید ہے۔
دیگر ممالک بھی سرمایہ کاری حاصل کرنا چاہتے ہیں۔
اس لیے بھارت کو مسلسل اپنی لاجسٹکس، مہارت، بجلی، قوانین، بنیادی ڈھانچے اور پیداواری صلاحیت بہتر بنانی ہوگی۔
26. ٹیکنالوجی اور مستقبل
Artificial Intelligence، semiconductors، robotics، biotechnology، cybersecurity اور advanced manufacturing مستقبل کی اقتصادی طاقت پر گہرا اثر ڈال سکتے ہیں۔
بھارت کے پاس بڑی تکنیکی افرادی قوت موجود ہے۔
لیکن صرف ٹیلنٹ کافی نہیں۔
ضروری ہے:
تحقیق،
مضبوط یونیورسٹیاں،
صنعت اور تحقیق کا تعاون،
اسٹارٹ اپ سرمایہ کاری،
اختراع،
اور نئی ٹیکنالوجی کی ترقی۔
ٹیکنالوجی اب اقتصادی طاقت کے ساتھ ساتھ قومی سلامتی کا بھی اہم حصہ بنتی جا رہی ہے۔
27. توانائی کی سلامتی
اقتصادی ترقی کے لیے توانائی ضروری ہے۔
کارخانوں کو بجلی چاہیے۔
ٹرانسپورٹ کو ایندھن چاہیے۔
گھروں کو توانائی چاہیے۔
زراعت کو بجلی چاہیے۔
ڈیٹا سینٹرز اور ٹیکنالوجی صنعتوں کو قابل اعتماد توانائی چاہیے۔
اس لیے توانائی کی سلامتی براہ راست اقتصادی سلامتی سے جڑی ہوئی ہے۔
بھارت کے توانائی پیدا کرنے والے ممالک کے ساتھ تعلقات اور نئی توانائی ٹیکنالوجی میں سرمایہ کاری اہم رہیں گے۔
28. ماحول اور ترقی
بھارت کو اقتصادی ترقی اور ماحولیاتی ذمہ داری کے درمیان توازن قائم کرنا ہوگا۔
Renewable Energy، electric vehicles، energy efficiency، batteries اور green technologies مستقبل میں نئے اقتصادی مواقع پیدا کر سکتی ہیں۔
اصل چیلنج یہ ہے کہ ترقی، توانائی کی سلامتی اور ماحول تینوں کو ساتھ لے کر آگے بڑھا جائے۔

ان تینوں تصاویر کو علامتی طور پر دیکھا جائے تو بھارت کے تین اہم ستون سامنے آتے ہیں۔

سفارت کاری معاشی اور سیکیورٹی مفادات کی حفاظت میں مدد کرتی ہے۔
قومی سلامتی ترقی کے لیے استحکام فراہم کرتی ہے۔
30. آخری غور و فکر
بھارت کا مستقبل صرف ایک GDP عدد سے طے نہیں ہوگا۔
نہ ہی صرف ایک عالمی اجلاس سے۔
اور نہ ہی صرف ایک سیاسی تقریر سے۔
ایک ملک کی حقیقی طاقت کئی دہائیوں میں تعمیر ہوتی ہے۔
یہ تعلیم سے بنتی ہے۔
روزگار سے بنتی ہے۔
بنیادی ڈھانچے سے بنتی ہے۔
ٹیکنالوجی سے بنتی ہے۔
تحقیق سے بنتی ہے۔
کاروباری صلاحیت سے بنتی ہے۔
امن سے بنتی ہے۔
سلامتی سے بنتی ہے۔
اور مضبوط سفارت کاری سے بنتی ہے۔
